Why Innovator Founder applications are refused

    The structural point

    Because the endorsing body decides the business question, most failures are endorsement refusals rather than visa refusals. An applicant who never obtains an endorsement never files a Home Office application.

    That reframes what "refusal" means on this route. The question is rarely whether the Home Office will be satisfied. It is whether an assessor, working from the endorsing body guidance and their own body's criteria, will be.

    Failures traceable to the published standard

    Each of these maps to a specific requirement in the Home Office guidance to endorsing bodies, which is the most reliable predictor of where a plan will be marked down.

    No stated unique selling proposition. The guidance requires a clear and compelling USP. A plan that describes what the business does without saying what distinguishes it fails at the first test.

    Easily replicable. The guidance asks for a proposition not easily replicable, or with reasonable barriers to market entry. Original but copyable is a weak position.

    Innovation that is incidental. The guidance requires innovation core to the business. Its own example is a taxi service with an app.

    Innovation delivered outside the business. The guidance requires it to be primarily delivered within the business. Outsourced development is a recurring problem.

    No evidence of market demand. Listed expressly under viability. Originality does not cure it.

    Projections without research. The guidance requires projections grounded in credible research under scalability.

    Job creation that is neither skilled nor high quality. The guidance qualifies the jobs. Headcount alone does not answer it.

    Plans that are not achievable on available resources. INNF 8.3(b) is assessed on what the applicant has, not what they hope to raise.

    Skills gaps left unaddressed. INNF 8.3(c) permits skills being actively developed, but not silence.

    Procedural failures

    An endorsement letter out of time. INNF 6.1 requires issue within three months of the application.

    An endorsement letter missing required content. Body name, reference number, applicant details, verification contact, and the INNF 6.3 confirmations.

    Funds the endorsing body cannot get comfortable with. INNF 6.3 requires it to be satisfied there are no concerns about legitimacy and no reason to suspect illicit wealth.

    After a refusal

    A refused endorsement is not a refused visa, and it does not generate a right of appeal. UK Endorsing Services provides detailed feedback to declined applicants and permits reapplication on payment of a further assessment fee. The other bodies operate their own arrangements.

    Feedback is worth more than it looks. It is the only written statement you will get of how a trained assessor read your plan, and it is usually specific enough to rebuild from.
